Open access arguments

The US House of Representatives subcommittee heard arguments on Thursday (July 29) from both sides of a new bill that would require federal agencies that fund more than $100 million of research to provide public access to the results and publications that result from that research.

While scientists and patients’ advocates argued for the Federal Research Public Access Act, publishers maintained that the articles themselves must be protected, even if the data from the research are public property, The Chronicle of Higher Education reported.

“As taxpayers ourselves, collectively and individually, everyone in this room has paid for government-funded research, as well as the data and summary reports that result from this research,” said Allan Adler, vice president for legal and governmental affairs for the Association of American Publishers. “But taxpayers have not paid for the private-sector, peer-reviewed journal articles reporting on that research.”
